Maybe the Pennsylvania Department of Education had an umbrella check system?
Maybe for umbrellas issued to crossing guards?

great idea there spats appreciate your idea. I checked and see the Pennsylvania department of education didn't have that name until 1969 though, and I think the tag is older than that. I think you're right about it being a check tag for an umbrella though, maybe the post office or police department :icon_scratch:...thanks guys for your input.

I found this reference that tags were issued by self-check umbrella stands so that you could leave your umbrella at the front of a public building. There must be a photo somewhere of one of these stands but I haven't found it yet-

So we took the big red Ellsworth Street
train and we went to Berkeley, to Wheeler Hall. She had some
business there. I saw her put her umbrella in this little stand
and pull out a bronze umbrella tag, which I thought was a
marvelous invention.
