Since we can't tell from the angle of the one photo, I'm going to assume the 2 blades run close to each other. With that being said, I'm going with an antique BUTTON HOLE CUTTER. Of course, it could be a cigar cutter or even a nut cracker; it hard to ID when you can't see various angles as well as not knowing the size.

Tape dispenser is what I was thinking. Looks like a spool or roll of something would go on that shaft and that articulating side plate would retain the roll of tape. Could be a early sheet rock paper tape joint dispenser. I take it there is no written information on it? You wouldn't be holding any info like that on us would ya?
