Old German stickpin...need help for id

This was in some of my dad's stuff and my mom gave it to me when he passed away. He was in WWII in Europe. I would like to know the classification of this pin; and who was authorized to wear it....ie. unit; division; etc. Any help would be appreciated.

These were not necessarily military issue. Its for the Labor Front... awarded for excellence in production efforts.
