That sure looks like an early Federal Eagle emblem.
Browsed a lot of search terms. no results for me/

I'm thinking it came with a PO box key,
the first 3 numbers may have been stamped first, (they are lined up well)
then the tags went to PO 511, & were stamped there with the box #039

Just found Post office 511, Washington DC. Er, I mean Portland Oregon.
