Decorative piece.... If it was a working decoy, you'd expect to see nail or screw holes where a ballast weight had been. I don't think it's terribly old because the bottom doesn't show much wear. It looks really nicely done though. Cool duck!

Yes, its a decoration. Grandma has several of those sitting around the house.

All of the ones my Grandma has are old, and some of them look just like that, so its probably old too. I couldnt say how old though.

I'm gonna hazard a guess, and say late 1950's - early 60's. From the color of that stain. My Dad did a lot of woodworking back then, and I swear, everything he made was stained THAT color. I still have a couple of pieces he made.
