Victorian and before, but that's a swag, I don't know how far back they go, but they were around during the mid 1800's into the early 1900's. My mother as born in 1911, and she had a doll with a porcelain head, don't remember about legs and arms though. I worked on a ranch in Nevada that had a location where wagon trains camped above the river, and there were broken porcelain doll parts.
