Old copper with eagle and shield on one side and man kneeling on the other HELP ID

Went to a old area yest morning and made a few finds and dug lots of trash. Ended up with a few wheaties and a lead bale seal with wire i cannot make out. I believe the site is really old, but it was so trashy i couldnt hit many deep targets due to the crazy amount of shallow trash. I dug this one old super worn copper coin/token/medallion of some sort that i would love to get some help with ID on. I can make out an eagle with shield on one side and it says UNITED STATES OF AMERICA. The other side has a man kneeling with maybe a shield to his left and what looks like maybe a beam of light or a Masonic Shriners sword extending outwards horizontally from his knee. Please help with ID. Any ideas on the bale seal? Thanks

The seal has "RY" on one side which may signify railway. The other side looks like ILL so it could be from the Illinois Central or some other Illinois railroad. You may be able to tell enough from the other letters you have in order to determine what railroad it is from.
