Old Coin ???

Hello, I dug this up Sunday in a garden. Its copper, well worn as you can see, size of a nickel, one side has what it looks to be 1 C, and the other has 18 (something in the middle) 28. I can see no other writing. Any info would be great. Thanks. Rob in MI.

I think that coin is from the Dutch Netherlands.
