Old Chinese 10 Cash coin . . . date?

Hello there!

I recently dug this coin in Portland Oregon. Seams the more I try to clean it the harder it is to read! And all I have scubbed it with is a toothbrush!

I can't make out the Province it is from. Can we pinpoint a date for this coin, or it is just a period of time/years? I don't know too much about these things!
