It appears to be the "head" of a rivetbutton, from overalls or other work-clothes. Nowadays, most frequently seen as the waist-closure "button" on blue-jeans. Rivetbuttons have been in continuous use since the late-1800s. Based on where you found it, yours is probably from the early-1900s.

looks like modern cheaply made to me...a simple guess
