Not sure of the scale. But looks like it had two more pins which broken. Therefore its probably a horse girth strap buckle. Not more than 100 years old.

It is roughly 3.5 inches long by 2 wide. Its solid copper. I know they used some belts with three tabs for guns and ammo to support the weight.
