old brass piece...scraper?? tiller??

Found this at an old home site while MD'ing. Going by the curved shape my first guess was some tilling tool, but brass wouldn't last doing that job. Maybe a scraper of some sort?? It looks to be hand forged.
Any info is appreciated.

That is part of a stirrup.
