That is a good question and one we will probably never know the answer to
 

Being a believer in finding new uses for old things, I would suggest you take a couple more license plates and make a windchime with them. I made one once from old license plates and sold it to a used car dealer. He was thrilled to see it and I was thrilled to sell it! Or you can use them as roofs for birdhouses - just make the typical style birdhouse, bend the plate in the center at a 90 degree angle and nail it on as a roof.
