Found this in a central MA lake where most everything is from the 1920s @nd 1930s. The swivels at the ends look newer, but what about the older swivel and 1/4 oz weight? Any thoughts 3C697F0C-A1E4-4F97-90F8-3D08F547DEA7.webp, especially concerning how it’s used? Thanks.

It's a drail. The snap swivel at the bottom has ball bearings. 1990's or newer.
For trolling and to stop line twist. Not sure what it was used for in fresh. If salt, probably used for Tube and Worm off a kayak.

They still sell them around here in the bigger tackle stores. They are made to add in line weight to a line that is cast.

That's what we call them hereabouts. "Keel Sinker". And as Rick67 said they keep the line from twisting as you troll.

Is it OK to use that device and troll with a spinner, such as a Mepps 4?

All I can say is "probably" if you are using a level-wind reel and a couple feet of leader between the sinker and a good swivel (like a Sampo ball-bearing) on the lure. I never troll spinners; and I don't use keel sinkers so I really can't say how they perform first-hand.
