Ohio National Guard military medallion

I work at my family's salvage yard and found this Ohio National guard medallion in a junk car. My question is why was this made and distributed? Were they given to guardsmen and women? Are they souvenirs from somewhere? A big thank you to everyone who has ever served. Sorry the pictures aren't the best, darn artificial light.
