I plan on holding onto this coin for a while, since it's cheaper than buying my own error coins. Though I will gladly take opinions on value. Granted it is pretty worn, but here are some pictures. I upped the contrast so it can be viewed with ease, so it looks a little more pretty than it really is, and the circulation scratching looks in higher relief than it really is as well.

Front, not blurry but yellow-ish light. It was the only one that ended up not blurred, no contrast adjustments:

Here's one onliner's opinion (not mine, necessarily) regarding a similar coin:
"This does sound like a true error coin. But it seems to be less than 10% off center from your description.
Errors like this carry little or no premium value since it was only a mechanical error rather than a die error. Die errors are made into a whole production run.
The error coins that are very valuable are not mechanical mishaps but a coin produced with defective dies for circulation."
