Looks Roman I think.

I think your figure with the wreath on the reverse is Nike.

If you do a google image search for this:

coin "nike advancing left"

with the quotes in the same place you can see a lot of examples of what I mean, but I was unable to locate any with that horse figure.

Hope that narrows it down a little.

the woman (horse or maybe a skirt ) type right figure is placing a wreath on the left male fiures head --that is clear in seeing the coin in person .

Victory is depicted as you describe, so Victory placing wreath on Emperor, but I'm not aware of this reverse type.

when i fished it out of the uncleaned coin batch "you pick em" at the coin shop and got it the coin shop guy said --it was "differant" and that he had not seem that type of rear before. --main reason i bought it.

OK,its a Victory crowning the Emperor type as found on the late C4th coinage such as Arcadius and Honorius etc.
