Looks like it was just sanded/filed down till all the edges were gone and the image barely visible anymore.
 

I was thinking test plug, mind you I found this outside on rough asphalt in a place that over the road trailers are parked for the customer. It does appear to have been stamped, I can make out the 20 but that's all could be 2010 or 2009.
 

The "zincoln " cent is basically the zombie of the U.S. coin world - they show up in appalling condition anywhere /anytime !
 

Yeah, to be clear, the copper IS just a coating. Since 1982 pennies are copper-plated zinc (in '82 they made both copper-plated zinc and 95% copper cents).
 

Looks like a zinker to me....Ive found them that look just like this in parking lots
