Odd metal object

Found this metal object 8 inches down in my backyard. At first I thought maybe
an old climbers piton. After a couple of hours going through electrolysis I saw the
end was rounded. Since it was near a corner of my block home I thought maybe
it was an old masons linedog but I then discovered lettering on one side 'rture'.
Had a bad rust bubble before the r. At this point I have no clue.

Thanks bigcypresshunter. As a kid around 11 years old I worked on my own bikes fixing the chain and greasing the wheel bearings, fixing the tubes and put playing cards or ballones on it that rubbed the spokes for the noise it made.

I only have a vague recollection of working inside those hubs. I believe they had thin disks, sort of like washers, and when the pedal was used normally, they spun freely. If you pushed the pedal backwards, those disk thingies clamped down on each other, and supplied braking, enough to lock the back wheel if all was well.

That arm was needed to provide the braking arm. If the clamp which held the end to the frame (thus the hole at the end) came lose, when you pushed on the brakes, the arm would spin around and around as you went flying off the cliff. :hello2:
