Odd, 4 prong pig tailed brass item?!?!?

I have no idea what this items is. The pig tailed looped ends I am assuming were some sort of guide for a rope or line of some sort. The round thing on the end is pinned into the U shaped item so that it would swivel up and down. It looks like it was probably mounted to something in this spot as well.

Any ideas what it is? I have included a picture of all the items I found at this site as a size reference and to help date/age it.

Are the prongs in line with each other or in a pattern?

Do the prongs rotate on the D ring?

Very curious item...

Well, 2 possible uses come to mind:
(1) it might have been used for a hanging potted plant
(2) it might have been used in a shop, as a guide for yarn or thread, though I would expect more wear inside the round ends.
