object found behind culpeper va court house

Item found behind culpeper va courthouse along with 31 washington aresenal forged bullets stamped with a star . The object I need help with is 10 inches in lenght and 1 1/2 inches on top and 2 1/2 at bottom center has six sides with threads at top and bottom ,bottom attachment still attached ,inside is lined with a blue cobalt glass shape like a hour glass at top then openning up further down the full lenght of object . Any help is greatly appreaciatted .

Glass lined plumbing pipe.

I would guess it is trash from a plumbing/heating renovation at the courthouse many years ago.
