Stalin tried this in the 1930's calling it "collectivisation" . the Plan being to take farmers off the land to Modernise and Industrialise Russia , the end result being massive shortages of grain which led to widespread starvation and the deaths of 6-7 million Soviet citizens . I'd call that an abject failure .

We've had to that for the last 75 years. all city employee's. called residency The argument here is we signed the paper of employment. But the law has been changed by our Governor Who is a Reb. but our Dem. mayor says if you move out you will be fired. This will be tied up in the court system for years at taxpayers expense.
