I researched both figures mentioned in the inscription - George S. Wise was the first President of Tel Aviv University, and Michael J. Murphy was NYPD commissioner in the 1960's.
No idea if it could be silver (probably not, but the stamps on the bottom might provide clues), but was wondering if the NYPD affiliation gives it any value. It is not the most exciting police collectible, but certainly one-of-a-kind.
Any police or kitchenware buffs want to help on a price? If it turns out to not be particularly collectible, I will hold onto it. Very well made, clean, and cheap ($3!)
