NY Button need help

Wondering if anyone can help with the ID/ age of this button I found at an old site in NY. Not much to see on the front but the back has the word QUALITY and it has 3 stars/ asterisks any idea on the age or ID?
I included 3 pics, thanks for looking.

I took another look at it and here is what little else I found.

It says BEST QUALITY on the bottom of the button and where the stars/ asterisks are I see there are 5 of these and the shape they form is that of the mouth like on a smiley face.

Don't know if the new info can help ID it better or date it, just curious.

I took the liberty of enhancing a feature of the button I believe is there. I keep seeing an eagle above the stars which is common to these types of buttons. I lightened the area of what I believe to be the eagle.
