Idts, found it in a park that had historically been used as a dump site

it could be a test cylinder for structural testing.Possibly a core sample drilled.My best guess would be both.a core drilled sample for engineering and compressive strength for a structure or the like.

Are you sure its not concrete?

When we did a concrete pour, we poured samples, like bigfoot referred to, for testing and they were numbered..

I'm not sure what it is. I said clay bc of its color, not its composition

<after some thought overnight> I guess I have seen some formerly-white sidewalks turn a yellowish-tan over the years. I'll go with the concrete core sample ID. It's as good as any.
