Years back when you wanted to enter a facility like a steam room, You would go into a room and remove your clothes and put on the proper dress for type of activity you were going to do. The facility would give you a basket to put your stuff in and when you entered the steam room or such you would hand in your basket to the counter man and he would put it in a slot and give you a like token to hold until your activity was over and then you gave back the token to gain your basket back.

I've found a number of tool tags over the years that looked very similar to your find.
It might've come from just about anything really.

Where do you put the token while in the steam room? Maybe it had a chain or cord attached.

elastic around ur wrist. It could be placed elsewhere but it might produce a sanitation issue.
