It is a part from the "working guts" of a pocketwatch. It is related to adjusting the speed of the watch. The "F" and "S" on it is for Fast and Slow.

thank you very much TheCannonballGuy, i was joking with someone else that the F and S stood for fast and slow, guess i was correct. Too bad i didn't find the rest of the watch.
