Not a Fly Fishing Reel... I don't think.

Any Ideas......Its plastic with the pin in the middle and at the top being metal. the top pin has a bushing around it that will rotate.

Looks like an older fly fishing reel spool to me, is it heavy? The one thing that may throw it off as FF spool is the coloration. Most spools are either stainless or billeted aluminum. Is there any markings or numbers on it?

Its very light and not broken. The large oval hole and notch appear to be molded in.

Here's one that's broken, but similar to yours that I just found under a work bench where we strip the plastic and stainless guts from the brass meters. Each brand meters are made different.

Looks like you have it VHS07. The wall in mine is in the center of the wheel but everything else is right on....
