Just a thought:
Clicking on your photo led me to the photobucket post, which included a picture of your shop, and I noticed your miter saw and table, which made me wonder -- This wasn't "left over" from assembling that was it? It looks like a spacer for something like it.

Looks like a splicer block for connecting electrical ground wires.

It looks like a bag seal used by banks to seal coin bags for shipping.
I have some around here somewhere .....
I'll post a pic when I find one.

Nah, found it at a school yard.

I was thinking it reminded me of something electrical, so maybe the splice block guess is close. Thanks to those who responded.

Found A couple of the bag seals I had.
I use them IMG_0539.JPG to melt for Bullets and Weights.
I've pulled the cords out of the holes in these to melt.
They weaved the cord back and forth and then crimped them to seal.
