You must have contacted admins directly via IM as I have seen no post reports. They must not be violating the rules of forum as that is easy to address. If they are not violating the rules per se, then your options are to use ignore user which blocks all their posts from your view and delete any IMs you receive . Since you can ignore any user and delete any IM without reading what is the problem?

How you want us to moderate the site, the member in question hasnt broken any forum rules, just because he wants to join your group and you dont want him to, he hasnt broke any rules . You could start your own blog website, they have free ones, link it to here since it isnt a competing site and your not selling anything, then make that site where they have to register, that will give you the ability to control who gets in.,
