The diamond cut pattern at the top and "woven" appearance suggests at least the side shown in the picture was meant to be seen. At 6 o'clock it looks like its broken off. Part of a door knocker was my first thought. However, being cast aluminum, I'm not so sure.

The only part that looked broken is the tip, but I just had another look and it might of been on the base as well.

Pot metal vs aluminum.
It's a hard one to classify as pot. The weight isn't there.

The primary component of pot metal is zinc, but often the caster adds other metals to the mix to strengthen the cast part, improve flow of the molten metal, or to reduce cost.

From owning a non-ferrous scrap yard I dealt in lots of both.

Metal fence topper?
Pretty lightweight for that it would seem.
It wouldn't stand the test if time I would think.
The square bottom seems to be a clue but once again I have a not a clue.

I don't think it's a handle to anything. Grip wouldn't be comfortable. But what it is I do not know
Wonder if it was a handle, sort of one that wa on a soda fountain/tap. Push/pull to use?

It reminds me of the work of Arthur Court.
Designer for 60 years who works with Aluminum.
He has his name set on the shaft of each spoon?
I could not locate an exact one...I believe yours is very vintage!
I attached one of his Ice Spoons as an example.

I looked closely and there isn't any signature or maker's mark on the sides.
