Could be... I've seen those older long wooden buttons like that, for sweaters and such.

My thought when I saw that first photo was that it was some type of barrel tap, but then I saw that it is flat in the back. I wonder if taps were ever made in two separate pieces and welded together.

Its not flat, it is concaved.

Could it be part of some type of holder??
The lip on the piece you show here seems like a place to lift a cap.

Not a bolo tie, but maybe a slide for a scarf or neckerchief?
