ah , those go with those brass or copper alloy round/oval and sometimes retangular tags with the 2 holes that everyone seems to find but everyone is unsure of what they are . heres an example of the tags i'm talking about your item had 2 nails that went into the holes on these tags and fastened it to something like a saddle or ect.

Digger, that looks like silver give it a scratch on the under side to see? The blackish patina should be fairly thick but I think you will find it to be silver? nice find
