Anyone have any idea what this could be?

Maybe some kind of release-hook. If it was suspended by the ring-end, pulling on the opposite end would drop whatever might be hanging from the hook. Could have been used with an agricultural scale.

For some reason, it reminds me of the swing arm from a more refined ... but similar in function ... door latch like this rather crude one shown below:

Yes. I think that's it! It explains the handle, the little piece that comes off perpendicular to the rest.

This may sound crazy but don’t down spout gutters have a clamp that resembles that?
