My guess will be the end off a peddle. They were a bicycle mfg.

Got this off a site:

Wald Manufacturing Ruler 1940s, 15" ruler from Wald Manufacturing Co., Maysville, KY. They were "manufacturers of automobile and bicycle accessories". The back (pictured above) says to "ask for Wald Bicycle accessories" and shows a chain guard and a pedal. The front shows various other parts and reads, "Manufacturers of: Bicycle Guards - Braces - Stands - Carriers - Baskets - Handle Bars - Stems - Pedals - Reflectors - Repair Tools - Nipple Grips - Wrenches - Flash Lite Bkts. - Cranks - Forks - Axles - Nuts - Retainers - Washers - etc. The wood ruler has a nice patina and is in very good condition

so it could be as old as the 40's or maybe older....
