There is a Horseheads town located in Chemung County, New York state.

Not either of the first two idea's....for sure not a Slave Tag......may be a baggage tag,or something of that sort?If there is a locale with that Name,likely something there

I'm liking Horseheads as the township within Chemung county, but the "BR{something]" escapes me. Horsheads was a toll station for the Chemung Canal (a feeder/sub-route of the Erie) and later a rail hub. Could be a luggage tag.

I think this too I kicked around the thought that the BR (and is that a small E?) meant "BRIDGE". I don't know though.

OP - is there anything at all on the other side? Sometimes these tags have makers stamps on them.
