If it's plastic, it could very well be a clutch alignment tool.

It is not plastic because it is really cold and heavier than plastic looks like its made out of some sort of stone like hematite

I know pictures can be very deceiving but it sure looks like metal. It even looks a little rusty but if a magnet won't stick to it I'm not sure. Possibly aluminum or another alloy?

Yeah I have a really big magnet so it would of stuck but no clue to what it is made of, but I will do the scratch test to see what comes up

Where did you find it?Was it found with detector?Might help to figure it out

I'm digging a dump area in my backyard, I did not find it with a metal detector, but the glass shards I found were pre 1910 so maybe that could help
