Sure looks like it, especially if the word spells EXCELSIOR.

Your button appears to be a very slight variation of button NY-31 in the Albert button-book (note the "lined" background and the raised border around it), which Albert classifies as a "later" (meaning, post-civil-war) New York State Seal button. Being from after the end of the civil war, its dollar-value is minimal.
