This sure doesn't look like anything from the back and not much leaped out at me from the other side...at first anyway.

You have to look close, but see the bottom of pic one. The bottom cutting edge turns down and the cutting edge on top turns up. Looking from the end it is formed into a reverse "S". It may have had a handle that was broken in antiquity as well as a point also broken, but clearly, the two cutting edges are 180 degrees apart and would only cut when tool is twisted clockwise. Twisted counterclockwise they just wouldn't cut.
I will post more detailed pics when I can, but too late tonight. I have never seen a tool like this.
Also the black smudge isn't...at higher magnification it looks quite bizarre, like some kind of growing virus. Yowza! Check it out, what in the world???

That looks exactly like the scraper/graver.. multitools I found at one of my sites.
I belive that is what you have.

Oh yeah..the other side.
Seems like these might work as spokeshaves if needed also.
