✅ SOLVED New to the forum.. What is it?

Thinking it is some type of tag for pacific railroad as it has initials on the front (P.RR) and the number 228. Nothing on the back and it's about 4 1/4" x 4 1/2". Any help would be greatly appreciated. Little background on myself. I live in Appomattox V.A and detected in the late 80's till 96 when my first child was born. So been out the game for awhile. My first detector was a whites 5900 do pro sl. I new that thing like the back of my hand. Then I upgraded to the eagle which I learned pretty good but always thought the 5900 was a deeper dectector. Now I have a v3i coming and can't wait.. Sold all my coins when my first child was born but have a lot of things I kept but don't know what they are so I will try to post a pitcher a day so I can get them all labeled. Some civil war stuff as well.

Yes, it looks like a luggage tag, but I would say Pennsylvania Rail Road.

Thanks guys, after seeing some on eBay it looks like it could be pacific,Pennsylvania,or Philadelphia tag.
