So this is a new one to me. At first I thought it was a bird tag, but I'm not so sure.
This one is very well machined and not like the flimsy aluminum ones I've gotten in the past. It is light weight so it may be aluminum but I'm not sure.
Stamped or etched very clearly around the circumference is a left facing bird, the number 32, a right facing bird, and the capital letter V.
Found at a 1930s permission but it doesn't appear to be too old.
