new law in tn

My brother just took in his scrap copper and the new law in tennessee to try to stop thieves is in effect. ID and thumb print required and you have to wait 5 days to get your check mailed to you or get a voucher and come back 5 days after you turn in your scrap. this is for copper, cats,air conditioners,radiators . I am not sure about steel, but aluminum is exempt. here is a news story

I live here in Tennessee and The new law doesnt cover aluminum and brass and stuff like that.
