Need some help.

Hey everyone.

I found a brass item ten years ago metal detecting. It's oval, a little bigger than a quarter, and has queen Victoria's mark on it. ( a V R with a crown between. Under the mark it says "seoure". The back has a stud sticking out on one end. Any ideas?

Maybe it says "seCure"? It looks like a keyhole cover from a padlock.
