Looks to be natural and weather worn. Those creeks can tumble and make stuff look worked when breaking and wearing off edges. Look for knapped flakes and you will find stuff.

Walk the banks first and see if you can find any flakes then look for Artifacts. If the water is low enough to do it. Check for creeks that meet each other then look for a high flat land near that spot. GL
 

If you are finding other artifacts or specifically chips/waste debitage in that area, then I'd say it looks like a piece of material they were banging on, taking off spalls and when it got too small driving off spalls for most points, they used it for a chopper. It looks to me like the thin end has more flaking and "work". Utilitarian.
 

It looks like it has blade spalls taken off of it. I am a knapper and I have a pile of them. And we saw one here the other day I remember. I said on that other post that they often get left around. If they are there there are at least spalls they made that weren't good. Look for what looks like big flakes in the same place. Or nearby.
