Need some help with button ID...

The smaller button seems to be a cuff button but cannot get any info on it. Any help is much appreciated. The Eagle I is for scale.

Well.. I don't know from just the one photo.. its the old style eagle so it's probably 1800's anyway.
What does the back look like? Is it one piece? What's in the center of the eagle's chest?
