Need some help with a couple of things, PLEASE~~

I'm not sure if this is a whistle or not as it has holes on both sides?? It also has sports figures on it--there's a guy kicking a ball, a runner, and a bicycle rider. Its made of very poor quality metal and has some major pitting. Has anyone ever seen one of these?
Also found an old lid, but I don't know what it came off--here's what it says: WHITE -THIS POWDER IS ALSO PUT UP IN BRUNETTE, FLESH, AND PINK-LARGER SIZES 25c 50c. What is this for? If it just said Brunette, I would think it was a lid for a hair color bottle but since it says White, Flesh and Pink , I'm not sure what it was for :icon_scratch:. I've never heard of hair color being desribed as White, Flesh or Pink???

The whistle looking thingy may have had two tones to it. Just place your thumb over one hole or the other for different tweets....NGE

once when i was a boy (further back then yesterday) i had a pocket knife with a similar design on the side with the runner, bike rider, ball kicker. might of come from state park ??????

Thanks again, traderoftreasures! I just wonder about it having those two holes--but like NGE said it may have been for two different tones.

That is very cool. The condition is a little rough, but I have never found one or seen another one found by any of my buddies.
Thanks Plehbah! These two things came out of my "Ideal yard to treasure hunt in" (my mom and dads place). The kids that used to live there lost soooo much stuff! That place has brought me lots of digging fun ;D.

Just a note on the lid. It may be an earlier version of a Max Factor face powder can. I perused Ebay and found this description. The can doesn't look like yours but the words are pretty familiar

"This is a Vintage Max Factor's Face Powder, Society Make-Up, Hollywood Tin. The can is black metal. On the bottom of the can, it says Max Factory's Society Make-up - Hollywood around the edge.
