Need some help IDing

Need some help ID'ing

I've found quite a few of these over the years here in Kansas. They look like some type of bells, but I've never found one with a ringer inside, and I don't see how the would attach to anything. They seem to be made of copper or brass and the barber dime is for size comparison. Any ideas?

Ah, that makes sense. So the 4 holes were where the thread would have laced it to what ever?

Thats what I think..Ask the wife also and she agreed... maybe someone else can come up with a better idea
