Need Some Help ID'ing please. Found At An Old Site. Horse Tack, Some Kind Of Hanger?

Found at an old site that has provided us a mixture of relics going back to mid 1800's. It is iron and not brass. Sword hanger, horse tack? I have seen items substituted out of lead or iron if not brass, such as rifle butt plates, finials, etc. Pretty sure I've seen these posted before, but just can't remember what they were. 20171119_210247.webp20171119_210241.webp20171119_210220.webp

Its width in comparison to your thumbnail and the large curved "tongue" on it indicates it is definitely from horse-or-mule tack (harness equipment). Here's a photo of a mule-harness buckle (identified in a 1902 Sears horse/mule-tack catalog), similar size but only one tongue.
