it goes to some sort of strap but its small. it folds to protect the end of the strap or belt :icon_scratch:

It appears that it was intended to fold over and the little hooks imbedded into whatever it folded over. Possibly the end of a military trouser belt.

I'm with aa on this. A belt or strap end cover. The fact that there are three prongs on one side and two on the other indicate the object folds over allowing the prongs to 'interweave'.

i was reviewing quartermaster records for the time...hoped for photos.
the material i read indicated some items were available for officer use, but had to be purchased. not gi issue, but approved aftermarket gear, would account for the markings...i could not find anything on the supplier.

Only problem is that Quartermaster is one word and would never be represented by "Q.M." keep trying. You guys rock!

I would agree with a strap end for something like a back pack or possible helmet strap.

Seal for leather trim on top of a mailbag. It'd be hung on a post and the train would snag it as it passed through a mail station? Monty

Pretty good consensus that it folds over the end of a strap.
And it may have been used on any strap of that size. Weather it be backpack or mail bag or leggings. or helmet or whatever!

The inclusion of a specific date makes me think it's a seal for something time sensitive or subject to spoilage, such as a mail bag, sack of flour, etc.
