Need Some Bird Band Help

Hello All. I found this yesterday at a small lake near Clermont FL. It says: "US FLA J 89350"

Questions:

1) Is it a bird band?
2) How old is it?
3) What does it indicate?

Poultry band is my guess. Little big for a pigeon I'm thinking? Could also have been used as a cable tag
